JOB SUMMARY: Responsible for the execution of all aspects of the land development functions including site development, procurement, budget control, schedule monitoring, tract acceptance, bond exoneration and SWPPP. Ultimately responsible for the departmental performance, results, and achievement with respect to the various land development division goals. ESSENTIAL DUTIES AND RESPONSIBILITIES: Strategy Under the direction of division leadership will:

  • Implement land development and planning policies for the department and design action plans to achieve desired results
  • Assist with establishing land development goals that support the business plan
  • Recommend process improvements, and implement final solutions to continually improvement land development results
  • Builds strong relationships with internal departments such as: Sales, Marketing, and Operations - Due Diligence & Feasibility
    • Interact as needed with the acquisition team in due diligence and feasibility studies, land development risk analysis and assessment, setting preliminary land development timeline and budget (including pre-development budget in certain occasions) for acquisition of new properties Land Development Process Provide supervision as necessary to execute all aspects of site development management:
      • Prepare projected construction schedules, implement, maintain and update construction schedules -
      • Schedule and conduct contract and scope of work briefing meetings -
      • Schedule and conduct pre-construction meetings with subcontractors, governmental agencies, utility companies, and consultants
      • Daily coordination of governmental officials and inspectors, consultants, subcontractors, construction staking providers in execution of site development tasks
      • Monitor subcontractors' work and/or utility companies' work for compliance with construction schedule and workmanship
      • Provide weekly update
      • Schedule and participate in municipal inspections to achieve final acceptance of improvements
      • Address municipal field punch-list items for tract acceptance
      • Follow-up and thru with municipal agencies to obtain final sign-off letters for bond exoneration Contractor Management Provide supervision as necessary to execute all aspects of contract management:
        • Prepare Bid Form, Bid Spread, Bid Analysis & Recommendation for Bid Award for VP's Approval
        • Contract drafting & administration -
        • Review and approve subcontractors' and consultants' progress billings -
        • Review and negotiate subcontract change order requests and provide recommendation for approval or denial -
        • Provide cost impact to budget due to change orders -
        • Provide projection of upcoming extra work and report budget impact -
        • Contract dispute and resolution Budget
          • Meet with the VP of Finance and VP of Land monthly to review, track, monitor and manage the ups and downs of land, planning, and development budget and participate in monthly Regional Accounting Center conference call to address and provide an update on the following; site development, budgets, tract acceptance, bond exoneration, reimbursement/receivable status of each active and inactive community located in the Inland Empire Division. - SWPPP
            • Serve as the division's Divisional Storm Water Compliance Representative in assuring that all SWPPP aspects of each SWPPP-active community are in compliance with the state laws EDUCATION/EXPERIENCE/MINIMUM REQUIREMENTS: Education: -
              • BS, MS or ME in Civil Engineering or Construction Engineering & Management - Experience: -
                • The ideal candidate will have 7+ years of land and/or site development construction management experience. -
                • Direct experience leading a land development team and managing multiple projects at a time is required. - Knowledge, Skills & Abilities: -
                  • Proficient in Using Microsoft Office Suite and Microsoft Project Scheduling Software or equivalent.
                  • Strong financial and business acumen.
                  • Good written and verbal skills, detail oriented with good follow-up and follow-thru skills, good people skills and problem solving skills are required.
                  • Ability to take initiative and be a self-starter and Multi-task.
                  • Local travel is required.
                  • Must be able to read and understand blueprints, grading plans, improvement plans, landscape plans etc. -
