Job Description:
Summary
The Minimum Equipment Lists (MEL) Program Manager is responsible
for the coordination in matters concerning development, content,
administration, and control of Allegiant's Minimum Equipment Lists,
Configuration Deviation Lists (CDL), Non-essential Equipment and
Furnishings (NEF), Maintenance Control Center Procedures and Policy
Letters. The Manager ensures that the MEL, CDL and NEF programs
adhere to all FAA and CFR requirements.

Minimum Requirements
A combination of Education and Experience will be considered. Must
be authorized to work in the US as defined by the Immigration Act
of 1986. Must pass a Criminal Background Check.
Education: Bachelor's Degree
Education Details: In a related field
Years of Experience:
Ten (10) years of experience in a related field.
--- Knowledge and understanding of all aircraft systems.
--- The ability to process and translate aircraft technical data
into a comprehensive and regulatory format for use by all of
Allegiant's workgroups.
--- Experience dealing with Minimum Equipment Lists, Configuration
Deviation Lists, Non-essential Equipment and Furnishings, and
Maintenance Control Center Procedures and Policy Letters.
--- Knowledge of MMEL regulations and advisory material.
--- Knowledge of the MMEL guidance material and policy letters
Preferred Requirements
--- Supervises the IT programming duties for an organization. Job
Duties: Oversees design, installation, maintenance, and the
implementation of programming projects. Develops policies and
procedures to ensure the entire IT department meets appropriate
compliance standards. Supervises technical support procedure
operations for improvements. Monitors progress to assure deadlines,
standards, and cost targets are met. Analyzes procedures to improve
programming functions. Confers with personnel to identify and
resolve programming operation issues and implement programming
related initiatives. Experience and Education: Knowledge of the
field's policies, procedures, and practices. Leads and directs the
work of other employees. Level I supervisors typically have little
authority for personnel decisions related to hiring, performance,
or disciplinary actions, and much of the incumbent's time is spent
completing the same tasks as the subordinate employees. Typically
requires a bachelor's degree and 3 or more years of experience.

Job Duties
--- Maintain current MEL, CDL, and NEF items and procedures
consistent with the FAA MMEL and Manufacturer's procedures.
--- Develop, maintain and revise the MEL/CDL/NEF Program as
required ensuring compliance with applicable standards.
--- Prepare, submit, finalize and electronically publish the
internally approved revision to the FAA; coordinate additional
change(s) when required throughout the FAA review and approval
process. Host and/or actively participate in resolution meetings.
Coordinate the distribution and effective date and time with all
applicable departments.
--- Coordinate with FAA and OEMs for MMEL proposals.
--- Work with Lead Airlines for MMEL industry solutions.
--- Work with FOEB for MMEL industry solutions.
--- Works with regulatory affairs for support on the resolution of
concerns.
--- Provide MEL, CDL, and NEF user support.
--- Revise MDL/CDL/NEF Program to reflect current company changes
(e.g. - Engineering, Operations, Inflight, Marketing and
Dispatch.).
--- Provide supporting documents for all MEL/CDL/NEF Program
changes and coordinate with Allegiants' Technical Publications
department to provide revisions and temporary revisions.
--- Provide 24/7 support and technical knowledge regarding the
content and usage of MEL, CDL, NEF.
--- Work with Maintenance Control to provide resolutions in regard
to MEL concerns.
--- Update AIS with MEL, CDL, and NEF item information.
--- Perform other duties as assigned by the Director of Maintenance
Control.

Office - While performing the duties of this job, the Team Member
is regularly required to stand, sit, talk, hear, see, reach, stoop,
kneel, and use hands and fingers to operate a computer, key board,
printer, and phone. May be required to lift, push, pull, or carry
up to 20 lbs. May be required to work various shifts/days in a
24-hour situation. Regular attendance is a requirement of the role.
Exposure to moderate noise (i.e. business office with computers,
phones, printers, and foot traffic), temperature and light
fluctuations. Ability to work in a confined area as well as the
ability to sit at a computer terminal for an extended period of
time. Some travel may be a requirement of the role.
Essential Services Provider
Allegiant as a national air carrier is deemed an essential service
provider during declared national and state emergencies. Team
Members will be required to report to their assigned trip or work
location during national and state emergencies unless prohibited by
local, state or federal order.
