Job Description:
as amended Monitors and ensures the organization's compliance
with federal, state, and local employment laws and regulations, and
recommends best practices; reviews and modifies policies and
practices to maintain compliance. - Maintains knowledge of trends,
best practices, regulatory changes, and new technologies in human
resources, talent management, and employment law; applies this
knowledge to communicate changes in policy, practice and resources
to the stakeholders State and federal laws, statutes, rules,
ordinances, codes, and regulations governing Human Resources
activities and functions. Principles and practices of public sector
personnel administration, personnel files and confidential records
management, and effective customer service practices. Legal,
ethical, and professional rules of conduct for private and public
sector employees. Experience serving on a company executive
committee. Risk management, contract management and project
management principles, and techniques. Compensation and wage
structure research and analysis principles, practices, and methods.
Benefits program design and management principles. SNRHA
organization, operations, policies, and procedures. Knowledge and
understanding of Collective Bargaining and Negotiations processes
and procedures. Excellent interpersonal and negotiation skills. -
Excellent organizational skills and attention to detail. -
Excellent time management skills with a proven ability to meet
deadlines. - Strong analytical and problem-solving skills. - Strong
supervisory and leadership skills. Resolve nonunion and union
disputes and grievances. Pertinent Federal, State, and local laws,
codes, and regulations. Understand relevant labor issues and work
with a collective bargaining agreement. Interpret and explain
Housing Authority eligibility policies and procedures. Budget
preparation and administration. Interpret and apply federal, state,
and local policies and procedures, laws, and regulations.
Interviewing, selection, and employee retention techniques. MINIMUM
QUALIFICATIONS Education, Training, and Work Experience Bachelor's
degree in Human Resources, Business Administration, or related
field required; Master's degree preferred. At least 5+ years of
experience in progressive HR leadership roles is required. Union
experience. - Licenses and Certifications PHR or SPHR or SHRM-CP or
